Our Team

Eli Allen, Director
Eli directs Civic Works’ Baltimore Center for Green Careers (BCGC), overseeing its three-part model of classroom and hands-on training, on-the-job learning and socially responsible business development. He leads BCGC’s sector-based career training tracks, as well as is weatherization social enterprise that uses the demand for its services to create on-the-job training opportunities for its students. Eli also created BCGC’s socially responsible business development program, which expands employment access and improves job quality among industry employers by promoting the adoption of inclusive hiring policies, family-sustaining wages, and career ladder strategies.

Prior to joining Civic Works, he contributed to the Environmental Protection Agency’s educational outreach initiatives and provided legal support to the Department of Justice’s Environment and Natural Resources Division. Eli is committed to creating a thriving and more inclusive green economy.

Wellington Bruce Ashe, Training Coordinator
Wellington coordinates daily training facilitation, on-site and off-site information and application sessions, community outreach and partnership development, referrals, and classroom facilitation.

Elizabeth Harlow, Placement Specialist
Elizabeth places program graduates in full-time family-sustaining jobs. She builds and maintains relationships with environmental employers, matches qualified graduates to job openings, and follows up with employers once graduates are placed.

Tia Harris, Administrative Specialist
Tia Provides administrative and program support for Civic Works’ Baltimore Center for Green Careers (BCGC). She coordinates reporting, assists with scheduling, and supports the day-to-day operations of each training class.
